So you could create a toolbar with Smile or Xcode and have the keyboard
shortcut that activates it available contextually via FastScripts.

Here's another idea. iDVD companion is an open source AS-Studio project that
has a floating window that only appears when iDVD is active. Is it still
available from Apple?

You should be able to use the features incorporated into that project to
make an FBA that provides a toolbar only when a specified application is
active.
