It should be, it's a part of the Apple Remote Desktop client, which is
standard in Mac OS X 10.3 and Mac OS X 10.4.

The best starting point is the man page for launchctl, which talks about how
it interacts with launchd, etc. I've not had to do much with it, since
systemsetup does the trick.
