system events and folder actions enabling

Someone here said (sorry, I can't find the original message) that in Tiger,
System Events is always running. I don't find this to be so. On a completely
clean startup, System Events is not running. When you enable folder actions,
System Events is added to your login items; when you disable it, it is
removed from your login items. This is the same fragile mechanism used in
Panther. m.
