IMHO, this misses the point. Anything more than "good enough" is over
engineering. However, if someone has created an (over engineered)
routine which enables you to create a good enough program with less
effort, then you're a fool not to use the tool(s) concerned.
Similarly, if you're writing a routine which is reasonably generic,
then it would serve you well to "over engineer" it the first time so
that you can re-use it reliably time and time again. It may take you
twice as long the first time but subsequent re-use in similar
circumstances allows you to bash out "good enough" programs in
significantly less time. For your own code, this comes down to a
judgement call - is it worth spending the extra time creating a more
generic routine or not. If anyone knows an easy way of quantifying
this, please do share.
