Converting Date-Time

Title: Converting Date-Time
Does anyone know of a unix command or scripting addition that can take a string such as "Date:  March 15, 2006 12:18:10 PM CST" and correctly convert it to UTC? (Applescript's 'date' ignores the "CST" at the end of the string.)

This particular date is from a message saved from Mail which always (as far as I can tell) shows the local time with no offset to UTC. (In case you are thinking of using  'time to GMT', this value is only valid for the current date and now has the wrong value to convert the date above.)

Eudora's Date: shows the offset, which makes the conversion easy. Mail shows dates with offset in long headers, but saving messages with long headers is onerous.
