"Gnarlie" posted an AppleScript that accomplishes the job if the encrypted form of the password is known. I guess there must be a command line utility to encrypt the password? I did search for it on my own, unsuccessfully. Or is the algorithm documented? I could code it if I knew the algorithm.
John C. Welch posted a description of how to use a command line utility called serversetup. Apparently serversetup is part of OS X Server? Is Server Admin Tools something that I can download independently of buying OS X Server? I guess I don't know my way around the Apple site as well as I should. Could anyone point me to its location? I have not yet invested in OS X Server, and serversetup is definitely not present on my 10.4.6 machine.
