I don't propose defeating this purpose, I only suggest that if I'm going to
allow an application to launch with no other validation than my recognition
of its name in a dialog box, I might as well prevent the dialog box from
being presented in the first place for that application.

I don't see how the first-time-run dialog can be compared to a keychain in
terms of the need for protection. After all, the key for unlocking the
first-time-run dialog is readily available - it's simply launching the
application. I can, however, use the keychain concept another way: to
provide an analogy for the functionality I'm proposing. What I'm calling
for is in essence a keychain which would contain a list of applications
determined by the user not to need first-time launch protection, and which
would be used to remove the barrier for launching those applications on
demand, such as in the event of rebuilding the Launch Services database.
