System wide application menu?

I'm about to send a script to an associate. It's designed to run in Safari.

I'd like to have him put it into the scripts folder of the library in the local domain so that it is available to all users. By doing that I lose the functionality of the "frontmost application" feature of the script menu. Also, it is vulnerable to being lost by users who "Hide Library Scripts"

What's the best way (or the easiest way) to make it available to all users?
