Actually, that feature really escaped my attention! Now, I learned that there are three different possibilities to place applescripts.

I believe they all have;
The apps that have a special script menu are the one where the menu appears on the left hand side of the menu bar. (zb iTunes and Panther’s Mail)
The above “trick” shows the scripts placed in the above mentionned folder at the bottom of the Finder script menu bar (right hand side, next to date or whatever appears on your menu bar on the right), only when the application App Name is frontmost.
