Understood. However, without ARD installed on my machine, double-clicking on
the ARDAgent.app, results in nothing happening. Running "open
/System/Library/CoreServices/RemoteManagement/ARDAgent.app/Contents/Support/systemsetup-panther"
in the terminal results in

typing in help reveals nothing to do with the screensaver, which was the OP's
quest.
It appears that ARD needs to be installed to do anything that you've suggested
using the systemsetup command to accomplish; thus, my query.
