No. Use the palette, or assign keyboard commands.

Well, actually . . . Create a folder called "InDesign" inside Library:Scripts and place your scripts (or aliases of them) inside it. Then you will have an InDesign Scripts Menu. You can do the same for any application. The items in the Script Menu are just folders full of scripts within the Library's Scripts folder. This works for Applescripts. I'm not sure about VB or Javascript, because I don't use those.
