Bob,
A mail client's rules would be most straight-forward option. I handle these
with a single Entourage rule, which handily deletes these "signing
attachments".
The basic logic of my rule, in terms of Entourage's rule terminology and
options is:
If [attachment name contains] [".p7s"]
... and so on for different names and/or extensions
Then [remove attachment]
Perhaps you could implement the same kind of rule in your software?

--> Yes, they cumulatively suck bandwidth, adding to the gradual slowing
of the internet. This is anti-counter-contra-patriotic in almost every sense
of that idea-concept. They are annoying, but should not significantly
affect the tourist economy.
Q: Are there any "fun facts" about these attachments? You know, for the
kids?

APPENDIX: Fun Facts about "p7"
If you were to lay all of these attachments end-to-end they would
stretch all the way to the moon -- and back -- 7 times.
It would take the entire population of Finland 7 years to eat them
all (this includes breaks for reading the Kalevala)
Mystery and speculation surround the Finnish influence in the
"silent clown" underground. For instance, Finland won independence
from Russia in 1917 and you can see the eerie "coincidence of 7":
1 + 1 is 2; 9 - 2 is 7
7 + 1 + 1 is 9;
9 + 9 is 18; 8 - 1 is 7
1776 (hint: 1 + 6 is 7! ) was the first year in which "silent clowns"
played a serious role in American politics. Jefferson himself loved
the French and was a fan of mime. Jefferson owned mimes, a fact which
has been bowdlerized from many history textbooks.
[The Bowdler family hated mimes even more than "naughty Shakespeare".]
The original "7 dwarfs" of Snow White were actually "7 mimes", but this
was changed at the last minute before filming began on Disney's animated
classic "Snow White and the Seven Dwarfs". This is generally considered
to be a yielding to social pressures that peaked in 1936 during the
"Great Mime Trials", the year prior to the 1937 release of the film.
(Walt Disney was always aligned with the cause of mimery, even past
his death. Still today, the Walt Disney Company, Inc. [NYSE:DIS] is the
