No, that is not the problem. The two folders must be kept up to date on a "continuous basis". The original folder receives weather and plotting data that gets uploaded to the web. The duplicate folder serves the data for local use and may eventually contain other data not uploaded to the web. So syncing the two folders is a bad choice of words on my part. My interest is just to copy the data out of the prime folder into a secondary "working folder" as the data updates occur which is currently many times an hour. The data is coming from more than one program running on the computer.

I mean;  the solution is / can be different whether you want to syncro in real time  or just want a back up at teh end of each work day ?
