Looking into this more deeply, you find that Tiger stores the desktop image preferences in com.apple.desktop.plist

I'm going to assume that the finder doesn't write to this file when you set the desktop image using the Finder. Also, the finder seems to only support the main display and not multiple displays.

Perhaps what you cold do, would be to combine both strategies and tell the Finder to set the desktop, as well as use "do shell script" to issue a defaults write command to the com.apple.desktop prefs.

Another option would be to simply look at possibly paying $5 for SwitchPic (http://homepage.mac.com/maceuph/apps/SwitchPic/) which has the option to randomly change the desktop at any interval and has a button in the menu bar that allows you to switch the desktop at your request.
