Resetting the keyboard/input devices

Occasionally (actually about one-third of the time) I have a kernel panic at startup and this sometimes resets my keyboard to US when it should be British, then Spell Catcher (Spell Catcher uses the spelling of the last selected language). I always deselect the US keyboard, but Tiger keeps automatically re-selecting it.

The system preferences Applescript library does not seem to have anything to allow me to simply run a script to reset my keyboard preferences.

Is there a way I can do this?
