You might think it's intuitive, but then you might ask yourself what that
would do if you had more than one window open to the same document, showing
different pages. Would it change the view in just one, or all of them?
Wouldn't it be good for you to be able to decide? Hence:

set active page of layout window x to page 4 of document 1
