Huh! Oh for crissaake get a clue!
I stated, "MS-DOS doesn't recognize resource forks" and you called that statement "not accurate" then proceeded to show its accuracy. If you wish to disagree with someone don't make their case for them and please, in the future, argue what they actually said and not what you misconstrued them to say! I saw no reason to include the technical details of why they didn't work correctly because it wasn't really germane to the discussion (and still isn't).
Going beyond the simple statement that resource fork files usually don't work correctly when transferred via MS-DOS, yes the fork goes to a separate file. However, you forgot to mention that Mac resource forked files that have had the fork stripped frequently show up on both PCs and Macs (read in from a disk) as corrupt or even empty files because needed information has been stripped from the file and IT IS NOT reattached by MS-DOS or the Mac OS. I could be mistaken but I believe that meets the criteria of "doesn't work correctly".
I'm sitting here looking at a flash drive that I use to transfer info between my Macs and various PCs. It's formatted with MS-DOS for that reason. I have to use some form of compression/containment i.e. zip, sit, dmg or rar to keep the Mac files usable. If I transfer them unprotected they frequently won't work UNLESS they were a flat file to begin with. That's called practical exprience where I come from.
If your experiences with MS-DOS formatted disks and Mac files differ from mine, please feel free to email off list and set me straight.
