droplet), it is sent both a 'launch' and a 'run' command....

 - and quits.

If an application is not already running,  sending it a 'launch'  
command launches it *without* sending a 'run' command.

(Incidentally, Shane's suggestion is a good one, too - and might even  
be better suited to your purposes...) :-)
