Terminal.app often needs to be told twice or more. Think of it as a small child that just ignores what it doesn't like.

For an example of the way I handle it see:

<ftp://ftp.macnauchtan.com/Software/Progress/tViewInit>
in directory <ftp://ftp.macnauchtan.com/Software/Progress/>

which sets up Terminal in a named window which can accept repeated commands from AppleScript
