I was under the belief that this condition only occurs under specific circumstances, specifically: the window containing the message with the image is still open. Sending it or closing it (saving to drafts or outbox) should release the file from the preview mode as far as I have been able to tell.

The same behavior can be true if the file is currently open in the OS X Preview app (I believe it's actually a preview code bug, and suspect mail utilizes Preview's core code in reality to handle certain forms of image previews).

There's always the cheat obviously:
Quitting mail, doing whatever, and then relaunching mail will release the file and leave you back in the same config your were before.

When using application Mail if you attach a jpg file then
remove it, mail wont let go of the file. You then can't move the folder
the file is contained in on the server and ejecting the mounted server
results in a Finder dialog box saying "The disk "AppleCore" is in use
and could not be ejected. Try quitting applications and try again."
