You might want to use this structure (modifying it if the dispatch folder is not normally on the desktop):

set aFile to choose file with prompt "Please choose a file to 
process" default location alias ((path to desktop folder as text) & "dispatch")

If the file is in a subfolder of the dispatch folder, it's easy to dig down to it.
