Is there a way to duplicate a file to another folder
and change it's name at the same time?

The syntax would be something like -

duplicate theFileInQuestion to theNewFolder with the
property {name:"NewNameHere" }
        [I fully realize this is not usable syntax]

[the reason I ask is that this is possible when saving
a file in PhotoShop using AppleScript.  Can it be done
in Finder?]

Is this thinking valid and possible?
