That will indeed clarify a lot of the terminology I've been slinging around. (I may have been using some of it incorrectly myself - it seems like every time I turn around there's a new layer of abstraction. Abstract characters to Unicode scalar values to code points to code units to bytes...)

Reading TR17 may also put you to sleep, but that's always a danger
with specs. :)

They abide by them to the degree that it makes sense for their business. The general trend is toward standards compliance because interoperability is key in the age of the Internet, so that degree is increasing over time. But it's not like they just flip a switch and everything suddenly works like it's "supposed to" with no backward compatibility issues etc...
