Huh? How did you know that the row ever started? Was it preceded by its required delimiter?
Or is the "one value" really the first in the next row?


OK, my  misunderstanding.  I guess you were saying "there is a delimiter between rows", specifically a newline of some flavor.  True.  I interpreted it as "there must be at least one occurrance of the COLUMN delimiter (comma) on every row".  Which is false.
