Resizing in Photoshop

Original document size: 10.35 x 7.503 inches at 300 ppi

    tell application "Adobe Photoshop CS2"
            set ruler units of settings to inch units
            set docref to the current document
            resize image docref height 7 resolution 300 resample method
bicubic sharper
    end tell

Resulting document size: 2.317 x 1.68 inches at 300 ppi

I wanted the document to have a height of 7 inches. What did I do wrong?
