I am a great fan of resource forks and the Resource Manager. However, WRT to this topic, I believe it would be a good step to move the Component Description out of the resource fork and into the bundle's Info.plist.

Another thing that would really help to promote the state of affairs is to have a full fledged example component. The only thing that's available now comes from about 15 years ago, is written in Pascal, and is buried deep in obsolete SDKs. I in fact didn't know about the example until a few years after I'd written my OSA components.
