app will not respond to library command

What language do I use to code for an app to reference its own menu
for a command, when the AS library command results in nothing
happening? (...log shows that command was sent, but nothing happens)
Alternatively, what code do I use to send a keyboard command, after
I've activated the app and brought it forward?
