Huh? Since when do users have dates and times?
If you mean you want to let a non-admin user reset the system clock, there may be some way to do it with Permissions, but I don't know how. Someone else can maybe answer that more definitively.
I would most likely give them permission to run date via sudo with no password, and then use do shell script, but that's just my UNIX showing.
