Last access time doesn't change when you move a file either.
Essentially, a folder is a storage container, and the files are boxes.
If the container arrived empty, and you fill it systematically, then
you can tell by the location of the boxes which one was put there
last. But otherwise, you can't, even with a sign-in/sign-out sheet
for the container and a dated log of manifest changes on each box.
