Is there a syntax to call the Finder if it is not currently running? Or if I wish to quit and restart the Finder?

I use tell app "Finder" to quit to quit and tell app "Finder" to run to make sure it runs.

BTW, use the correct case in "Finder" (not "finder") otherwise you get the dreadful "where is application etc" alert.
