If you mean the Property List Tools osax, it doesn't.  It's not an XML processing package.  It just reads in a plist file (in either format) and turns it into a record, and lets you write records back out as plist files. 

As I said, Bookmarks.plist is not necessarily XML.  Mine wasn't.  So XML-based tools weren't much use, at least not without me converting them first with plutil.  I was looking for a solution with as few steps as possible...
