I'm betting no and no.  Odds are leaning toward an Xcode based version of dashboard widget-like apps, and probably not third party ones either.

Security on a phone is important.  Running arbitrary code is a huge risk to the cell phone network.  Nevertheless, a lot of people will want to, so we'll see come June or July.
