Mailboxes that have a blue icon are mailboxes that have been created
by the user or by Mail for use by the user. All other mailboxes are
those with grey icons or with special icons and are created by Mail
for some special use only by Mail. (Inbox, Outbox, Junk, Sent, Trash
and account mailboxes).
There is a more technical explanation whose details I don't
completely recall at the moment, but if you look at the folder
structure within the ./Users/<username>/Library/Mail/ folder, you
will certainly see these details.
