Scripting Pages 3.0 Page Layout documents

I am trying to write a script to build a Pages page layout document. Sometimes these documents will need more than one page, so how do I add a page to a Page Layout document? With a word processing document the number of pages is determined by the text and other items you insert but you must explicitly add pages to a Page Layout document.
 
I have tried many variations on the theme “make new page” and get runtime errors. It seems that “captured pages” in the document are meant to be used as page templates but there is no property in a page for using them as there is in a document.
 
Any hints out there?
