Japanese scripters never wtite date string in such a format.
This cause error in both Tiger and Leopard.

Japanese format date string must be "1000/1/1".

Is ISO date format working as expected on a Japanese setup?

set dstr to "1000-01-01"
set d to (dstr as ISO date) as date
set hours of d to 13
d

Should be good all over the world and a sure way to transfer dates.
