No.  It came through as a Latin-1 control character.  If it had been
pasted as UTF-16 it would have been a space and an ampersand (in
either order depending on whether it was LE or BE).

It wasn't UTF-8 being interpreted as Latin-1, either; that would have
been a lowercase a with circumflex, followed by a different Latin-1
control character than the one we saw, followed by a BROKEN BAR...
