I tried this construction and saw one change in behavior:
tell "AppleScript"
if not application "Safari" is running then tell application "Safari"
to activate
end tell
This opens the script in Script Editor on the first try (double-
clicking the script file) yet still inappropriately launches Safari.
But it still doesn't work!
