About Folder Actions

First of all, I can't seem to get the simplest folder action to work. I attached the following script to a folder

-- Test folder action
on opening folder this_folder
	display dialog ("Testing")
end opening folder

and it does nothing. What exactly am I missing here? I also need to know if a folder action can be attached to a USB stick or folder in a USB stick. Basically, I would like to execute a script to automatically run a program on the USB stick when it is inserted into the USB port. Is this a plausible thing to do with folder actions, or is there another way of doing this?
