The "when" is probably most of the time -- not always, but mostly.
For the "why", go into Script Editor, and in a new window type:
display dialog "Hello world"
then compile, and choose File -> Save. Why does the resulting dialog come up
as a modal dialog? Would it matter if it had to appear up another app
floating in front of Script Editor, so that, for example, the contents of
the window could be changed before the dialog was dismissed?
