That might be a start, but how does that handler identify and signal the script that "owns" the screen in an arbitrary application? Also, programs can run scripts without themselves being scriptable, so no handler would help in that case. I expect it's not an impossible problem, but I don't know offhand what the implementation would be. It's an interesting problem that would be useful to solve.
