Evaluating Double Byte

Does anybody know of a means to evaluate a double byte character without using the chevron notation i.e.:

«data utxt1603»

The issue is that I am creating a simple insert text command from a cocoa application where the applescript will need to evaluate a double byte character.  However, the cocoa application seems to munge up the chevron character when it attempts to build the string.

Any ideas?
