Yes, it does, in fact.  If the servers are, in fact, *servers*, then
those pesky users don't need to be anywhere near them physically.
They should be using them remotely over the network.

If they're workstations, then obviously you have to let the users get
to them, but you can still take steps to secure them so that something
like changing out the internal disk drives is at least very, very
time-consuming...
