I can think of two possibilities:

1) you installer builder is not explicitly using the AppleScript OSA language (scripting system)
2) the 'default' scripting system on your machine has been changed from AppleScript to Script Debugger's 'AppleScript Debugger X'. The 'default' language is used in many places where the user is not given the option of choosing a scripting langauge.


To change the default scripting language, go to the General Settings panel of the Script Editor's preferences window. In the General Settings panel, there is a popup menu which lets you select the default language.
