Only when you get down into the technical difference between a "code
point" and a "scalar value". Outside of UTF-16 surrogates, the two
terms are equivalent, and map one-to-one with "characters". Two
non-surrogate code points in a row are always two distinct characters,
even if one of those characters is a combining diacritical mark or in
some other way makes what might appear to be a single grapheme or
glyph.
