Apparently I was misremembering.  Implementations are pretty
consistent about using the doubled quotation mark to quote the quote.
The bigger inconsistency lies in the treatment of whitespace around
the commas.

(That is, does this line

Foo     ,     Bar

represent "Foo", "Bar" or "Foo    ","    Bar"?)
