Wrong on both counts, apparently.  yaml.rb doesn't have an option to
force JSON mode, and Python doesn't come with YAML at all (?!  I
thought YAML was invented for Python...)

Python or Ruby are still probably the easiest ways to get at CSV
parsing on a stock OS X install, but turning it into JS(ON) is up to
you.
