Have you considered creating a disk image that contains the folders and cutting a CD-ROM or placing the image on a server if security is not a serious issue.

You could even get fancy and use some of the Apple-provided installer scripts to operate on the destination machine while the CD is mounted and the new user can enter his own administrator credentials.

Or - to stay on topic - the CD could contain executable Applescripts or - back off topic - a shell scripted installer.
