Who does the "copy" command belong to?

I can find this in Finder's dictionary:

copy v : (NOT AVAILABLE YET) Copy the selected items to the clipboard (the Finder must be the front application))

Nothing in System Events about "copy."

"Duplicate" is in both Finder and System Events' dictionaries.

So… Why does "copy" even work? It will not work unless wrapped in a Finder tell, but it's not in the Finder dictionary. (slight scratching of head)
