I'm pretty sure there is no other secure method than to "lock" the
"file" (actually, a folder I think) by making a new (empty) file with
the same name as the file you want to lock, with ".lock" appended.
For instance, have a look to man lockfile.
In any instance, I would not rely on a "busy" status over a network.
