One Folder Action stopping another

To lay it all out I have a folder structure of:
-Main
--Raw : One Folder Action Here
--Converted : Another Folder Action Here
--Logs
--Thumbnails
What happens is
1. once the quicktime recording is finished in Raw it starts conversion (via ffmpeg) into the converted folder
2. After the file is finished converting into the converted folder another action fires to hint the mp4 file for fast start
The Problem
If Removing the Folder action on Converted I can record and convert in parallel as much as I want because my shells are running in the background
But if I add the Folder action for converted I need to wait for the conversion to finish before finishing another recording.
Solution:
Anyone know why the one folder action is holding up the other? Does OS X have a built in hierarchy/processing order.
